From the rainy Highlands of Scotland I find it depends a lot on the variety, 'Peace' seems do well in the wet, and 'Flower Carpet' too still flowers in snow, although I grow it up trellis rather than in ground as normal folks do!
Picture is 'Peace', but if you search 'rose' on the archive on my site 'Flower Carpet' is the one with snow on it. I'm not clever like Ralph and can't post two pictures in one post ;-)
